Blue Badge misuse is not a victimless offence. It takes parking from disabled people, undermines a scheme that hundreds of thousands of people depend on, and is often linked to wider fraud. Ealing Council has made tackling it a priority, and Greener Ealing is recruiting a Blue Badge Investigator to a new in-house team that will deliver enforcement across the borough.
Working alongside Civil Enforcement Officers, you will patrol the borough to identify suspected misuse, inspect and where lawful retain badges, and question drivers and witnesses in line with PACE. You will then carry the case: DVLA and register enquiries, correspondence, witness statements, CCTV and body-worn video, interviews under caution, and a complete evidential file with disclosure schedules ready for the Council’s Legal Services. You will give evidence in the Magistrates’ Court when required.
You will already have investigated offences in a criminal, regulatory or counter-fraud environment and taken statements and prepared written evidence. You understand PACE and CPIA and why they matter, you write clearly and accurately, and you can handle a difficult conversation on the street without losing your composure or your professionalism. Experience of interviews under caution, court, or parking enforcement is welcome but not essential. What is essential is integrity, attention to detail and respect for the people you deal with.
We will give you a full induction with Ealing Parking Services and the Council’s Principal Solicitor, support you to complete the Accredited Counter Fraud Technician qualification, and train you in Civil Enforcement Officer duties so that you can be deployed flexibly across the operation.
Greener Ealing Limited (GEL) is a company wholly owned by Ealing Council, delivering waste, recycling, street cleansing, grounds maintenance and parking enforcement services across the borough. We are proud of our values – Customer Comes First, Collaborative, Caring and Committed – and of a workforce that reflects the communities we serve.
GEL is committed to equality, diversity and inclusion. We welcome applications from all sections of the community, particularly from disabled people and from groups currently under-represented in enforcement and investigation roles. We will make reasonable adjustments at every stage of the recruitment process and in the role itself. Appointment is subject to a satisfactory DBS check and pre-employment vetting.
We offer:
- £40,000 – £45,000 per annum (depending on experience)
- 40 hours per week
- Company pension
- 24 days’ holiday plus bank-holidays
- Employee benefits
- Employee Assistance Programme (EAP service)
- Supportive team environment
To apply, please provide a copy of your CV and a supporting statement addressing the essential criteria in the person specification.
